METRO Gold Line Eastside Extension
MORGNER Services:
The eastside LRT constructors contracted MORGNER to provide business disruption surveys and analysis for the six-mile light rail project. The job included contacting business owners for interviews regarding how construction has affected their businesses and asking what can be done to improve the situation. This and other information was collected and reviewed in order to determine which businesses might be most impacted by the construction and what could be done to help. In addition, MORGNER provided preconstruction surveys on selected high-risk structures for the transportation project.

One of the many ways Metro is working to improve travel in the San Fernando Valley is by constructing the Metro Orange Line. This project is an exclusive transitway for a new priority service that will run every 5-10 minutes during peak hours. Unaffected by traffic, high-tech vehicles will carry passengers across the Valley between Warner Center and Metro Rail’s North Hollywood Station. With completion scheduled for August 2005, the Metro Orange Line will provide convenient connections to Metro Rail and local bus lines, offering faster travel times and improved access to destinations within the San Fernando Valley and throughout Los Angeles County. MORGNER was hired to perform pre-construction surveys for selected “high risk” structures along the project alignment.

MORGNER Services:
MORGNER has served as the primary construction management sub-consultant (to the prime consultant, MTC) for the Pasadena Blue Line Light Rail Transit project, providing construction engineering and inspection services. Services include bridge and rail inspections, constructability reviews, and overall construction inspection/contract administration. This multi-million dollar project is for construction management oversight of a 13.6-mile segment of the Pasadena Blue Line.

MORGNER Services:
MORGNER has provided the Los Angeles County MTA with construction management audits, including reviews, evaluations, and monitoring of activities and performance of the construction management activities for several rail construction projects. Responsibilities have included reviewing and analyzing documentation related to and produced by several prime construction management contractors to identify management, technical, or administration issues and potential problems. General engineering audits included reviewing and analyzing documentation produced by the general engineering contractors for the same types of issues and for the same types of issues and potential problems.

Job Training for Inspectors
For the Los Angeles County MTA's Red Line construction project, MORGNER was retained to develop a Risk Management Information System (RMIS 100) that was used to access and document existing defects to buildings and other structures along the Metro system's right-of-way. The purpose of the surveys and documentation was to ascertain the pre-construction condition of the various properties in order to defend the MTA against property owner claims that might arise as a result of construction or the operation of the rail system.
MORGNER interfaced with project engineers to conduct the surveys, and developed CAD and GIS applications for the surveys. MORGNER conducted an area awareness program that maintained an effective link with the Los Angeles community regarding pre-construction survey activities. The program included the identification of demographic and economic profiles for each area affected by construction and preparation and distribution of notifications to every individual residence and business in the areas.
MORGNER's bilingual field staff explained the survey to a large number of residents and business owners. MORGNER also developed a jobtraining program for all inspectors. The training program consisted of an intensive, month-long curriculum. Training included 40 hours in the classroom and 3 weeks of on-the-job training. Qualified inspectors were monitored over a six-month period for quality control. In order to have the Inspectors maintain high quality inspection standards, they were required to attend special workshops developed by MORGNER to keep them informed of the latest survey methods and procedures.

MORGNER Services:
MORGNER was retained by the Los Angeles MTA to conduct construct ability reviews for the Metro Red Line rail transit project, using systematic methods to verify that certifications, inspection and tests were performed as needed. MORGNER established a quality control and assurance program that included documenting all inspections, identifying items that had been satisfactorily inspected with particular attention to those requiring further review and determination.
MORGNER's cost reports compared initial construction estimates with the revised budget vs. actual expenditures. Potential expense overruns were identified in each construction element or contract. Progress and narrative reports included executive summaries; tabulated summaries; graphic representations, field reports; and daily inspection reports.

Workforce Analysis
MORGNER Services:
MORGNER developed an internal workforce analysis for the MTA for federal reporting equirements. Work involved preparing an availability analysis of several protected classes of workers in specific job classifications. The analysis consisted of an examination of the MTA’s recruitment and hiring practices for minorities and women from external labor market sources. In addition, MORGNER reviewed existing MTA affirmative action and equal opportunity goals for their workforce. The analysis provided the MTA with the ability to plan and implement strategies for achieving internal equal employment opportunities during periods of stable, increasing or declining levels of staffing.
