Carlos E. Morgner manages the internal company operations, while Andrew D'Alfonso and family are experts in electrical construction and maintenance. Morgner-D'Alfonso is well prepared to service the electrical needs of municipal clients throughout the San Fernando Valley and Los Angeles.

Construction in and around occupied school facilities is a highly specialized undertaking. The establishment of a set of goals, and the planning required in order to achieve those goals, are essential. The successful implementation and monitoring of the plan is even more critical.

Our modern traffic signal installations and experience include a complex mixture of traffic theory, electricity, structures, materials, computers, and communications. Our knowledge, experience and understanding of there aspects help to enhance the construction and operation of traffic signal installations. Morgner-D'Alfonso has over 50 years of Public Works construction and electrical contracting experience.

As Providers and contractors for numerous installations and modifications of traffic signal and street lighting systems throughout Southern California, we have a proven track record. Morgner-D'Alfonso's coordination and installations include type 3 meter pedestals, 332 and 334 controller cabinets, traffic signals, poles and equipment consisting of solid state traffic signal controllers, systems for communication, detection and pre-emption, conduit, cables, pull boxes, foundation structures and other electric and electronic equipment related to the signal system. Our extensive knowledge of City of Los Angeles and Caltrans standard plans, standard specifications, special provisions and labor compliance make us well versed with the local agencies. Also our ability to implement safety standards to comply with CALOSHA, and other government agency requirements is based on a well-prepared safety plan.

In addition to the above, our technical services include installation of underground utilities, duct banks, manholes, vaults and transformer pads for various municipal power, telephone, fiber optics and cable TV companies.

On certain unique projects we installed lighting on numerous highway widening and re-alignment projects. Managed construction of modernization, renovation, and new construction for Caltrans and multiple municipalities throughout Southern California. Provided emergency service for traffic signal installations due to weather, traffic accidents and damage due to excavation.

Strathern Street Widening and Improvements - City of Los Angeles - Street widening, Asphalt/Concrete removals and grading. Install new curb, gutter, sidewalk and handicap ramps. Install new conduit, pull boxes wiring and foundations for new street lighting system. Upgrade traffic signal system and install interconnect.

Pacific Avenue Street Lighting from 9th St. to 26th St. Traffic Signal and Street Lighting Improvements - City of Los Angeles - Replacement of series lighting circuit to multiple system. Bore conduit, install new pull boxes, wiring, foundations and light poles. Upgrade traffic signal system, demo and remove existing street light and traffic signal equipment.

San Fernando Road at Cerritos and Brand Blvd Street Improvements - City of Glendale - Install new storm drains, catch basins, sidewalk, Asphalt/Concrete repaving, and traffic signal upgrades for left turn pockets. Install new conduit, pull boxes, wiring, foundations, traffic signals, and loop detectors. Remove existing traffic signal equipment.

Glenoaks Blvd Traffic Signal Improvements from City Limits to City Limits - City of Burbank - Retrofit existing traffic signal heads with new L.E.D. heads. Remove and replace Asphalt Concrete paving, install new loop detectors and striping.

McBean Parkway Sidewalk and Street Improvements - City of Santa Clarita - Citywide Asphalt/Concrete street repaving and side walk removal, repair and traffic signals. Coordination & synchronization of signal systems. Install traffic signal interconnect conduit and cable; pull boxes, loop detectors, DLC cables.

Wiley Canyon Street Realignment - City of Santa Clarita - Street extension with retaining wall. Install new curb, gutter, sidewalks and handicap ramps. Install new Southern California Edison street lighting conduit and pull boxes.

MUNICIPAL ROADWAY BEAUTIFICATION PROJECTS

Magnolia Blvd at Hollywood Way Sidewalk Beautification - City of Burbank - Installed Colored sidewalk, decorative sidewalk lighting, handicap ramps, pedestrian push buttons, bus shelters and landscaping. Performed asphalt, concrete, and sidewalk removal; general demolition; and grading. Installation of conduits; pull boxes, foundations, pull wire and sidewalk lighting.

3rd Street Beautification - City of Burbank - Installed colored decorative street concrete, decorative brick in concrete sidewalk. Installed decorative walk way lighting; street lighting; traffic signal upgrades. New handicap ramps, storm drains and landscaping. Concrete removal and grading. Removed existing street lighting and traffic signals. Installed conduit, and pull boxes, wiring, foundations, decorative sidewalk lights, streetlights, traffic signals, and loops detectors.

Elmwood Avenue Beautification - City of Burbank - Install new islands, sidewalks, handicap ramps, landscaping, street and decorative walkway lighting. Performed asphalt, concrete and sidewalk removal and demolition. Installation of new conduits; pull boxes, foundations and wiring.

BRIDGES AND OVERPASSES

El Monte Busway Extension at Metro Plaza - Metropolitan Transit Authority (MTA) - City of Los Angeles - Construct two (2) lane concrete extension to bridge overpass. Install bridge traffic signal system for bus drop-off zone. Installation of concrete barrier, storm drains, catch basins, curb, gutter and sidewalks. Installed highway safety and highway sign lighting.

Carson Street Overhead at Union Pacific Rail Road - City of Carson - Construct four (4) lane concrete bridge overpass above Union Pacific R.R. tracks. Install bridge lighting and traffic signal system. Grading and installation of storm drains, catch basins, curb, gutter and sidewalks. Relocate water and hydrant lines for pylon installations. Install meter pedestal for landscaping and irrigation system.

CALTRANS

CA-134 FWY at Buena Vista St. - City of Burbank - Off-ramp widening and Traffic Signal improvements. Widen highway off ramp to add left turn lane. Remove and install Asphalt/Concrete, curb, gutter, sidewalk, handicap ramps and grading. Install off ramp safety lighting, complete traffic signal system replacement with new conduits trenched in pavement. Install new foundations, wiring, re-stripping and install loop detectors.

CA-134 FWY at Monterrey Road - City of Glendale - Street widening to add right turn lane. Install new curb, gutter, sidewalk, handicap ramps and street repaving. Complete traffic signal system replacement, street light relocation, loop detectors and re-stripping.

I-105 FWY from I-710 FWY to I-605 FWY - City of Lakewood - Storm drain improvements, street light and traffic monitoring equipment relocation.
Remove highway shoulder lane for installation of new storm drains and concrete culverts. Install conduit, pull boxes, wiring and foundations. Relocate lighting and traffic monitoring equipment to new locations.

US-101 FWY at Las Virgines Improvements - City of Calabasas - Street widening, remove and install, Asphalt/Concrete pavement, sidewalk, handicap ramp, curb, gutter, signage and traffic signal improvements. Install conduits, wiring, pull boxes, foundations and relocate existing traffic signal poles.
